      Description

      Add no_action criterion. Apps that use drop() API call, should under-the-hood be moved to no-action. drop() should be deprecated.
      Apps that have empty-treatments should under-the-hood be moved to no-action criterion.

      Flow-entry builder should also automatically add no-action
