Create workaround to avoid port_stats_updated DeviceEvent timestamps

Minor refactoring was done to get a more consistent data from the most recent changes to the statistics module. Occasionally the port statistics probe interferes with the topology event metrics (specifically the DeviceEvent), so we may still see slight inconsistencies with our data.
