- SRC and DEST OCH ports has the same ODU Signal Type
- OCH Port Signal Type >= ODUCLT Port Signal Type (BW Sizes)
- OCH Port is free or has free TributarySlots (TS) for mapping the
new ODUCLT
2. Mapping ODUCLT port to OCH without Multiplexing when:
OCH_SIG_TYPE == ODUCLT_SIGTYPE
3. Mapping ODUCLT port to OCH with Multiplexing when:
OCH_SIG_TYPE > ODUCLT_SIGTYPE
