      Description

      When a event occurs in ONOS cluster such as instance fail / failover / ...etc, It detects cluster event for mastership-balancing and autonomously execute balance-masters command unlike the previous manual command 'balance-masters'.
      This sub-task is for automatic load balancing on control plane.
