      Description

      when using nightly master/latest image of docker to start onos; when use the "ones-form-cluster" REST util to form cluster, onos caught error:

      onos> summary
      Service org.onosproject.net.topology.TopologyService not found

      This this point ssh -p 8101 karaf@onos1 no longer works, but I can log on from: "onos karaf@onos1" to capture the above summary.
