      Description

      ① ovs1 and ovs2 set-manager，on both ovs, ovsdb, vxlan configuration and openflow flow table, everything is normal
      ② ovs1 del-manager，the vxlan config on ovs2 will be deleted
      ③ ovs1 set-manager again, vxlan tunnel configuration did not re-issued on ovs2
