As an operator I would like clustering to select an available IP address for identification

In the code today, first a site local address is attempted to be found and then a named interface is attempted to be located. If an IP address cannot be found via those heuristics an exception is thrown "can't find IP address".

In the case that an IP address cannot be identified by those heuristics it would be nice is the system selected an available IP address that is not the loopback and is not a mutlicast address.
