Control Plane Monitor Implementation

As a developer or deployer, I would like to manage the cluster of controllers to improve the availability and reliability of control plane. As a first step, we need to have the information of control plane which will be monitored by using this module.
Implementation Notes:
Implement a service that periodically collects various control plane metrics including control plane message rate, CPU processing load, memory utilization, disk I/O, network I/O, etc.
More types of metrics can be included upon request.
