Enhance the submitter Gerrit plugin to generate an easy to read module owners page

As a developer, I would like to easily see who the module owners are and what respective areas of code they own.

Implementation Notes:

• Have Gerrit plugin generate a page based on the internal configuration file format
• Link to the page from Wiki (deprecating a link to the raw configuration file)
• Display list of project owners as well
