In multi-instance environment, each instance generates a different flow ID for the same flow rule, so currently applications supporting distributed deployment have to check master node before it populates flow rules. But it works until the master stays the same. Once the master is rebalanced, and the application tries to populate the same flow rule already in the store and the data plane, it does not work as expected.
So we need to make the flow rules with the same matches and treatments have the same flow ID across the instances.
