      Description

      When CHO test (spine-leaf topology) is running, memory usage keeps increasing (see attachment)

      ONOS log is full of warnings: Failed to resubmit pending intent 0x11c4c1 in state PURGE_REQ with request PURGE_REQ

      We also see consistentMapException when the memory usage began a sharp increase.
