ResourceManager returns VLAN 0 in the list of available VLANs. This seems not desired, since VLAN 0 can't be used by the requester.
Probably (to be verified) resource manager returns also VLAN 4905, which is used to express all tagged packets. If this is the case, also this one should not be allocated.
