At the southbound level, ONOS-4424 allows an ONOS cluster to differentiate between its own and another cluster's link probes.
This would also indirectly allows a cluster to identify remote devices that aren't part of its own control domain, but will also currently cause devices to be aliased in the topology if a neighboring control domain has same-ID devices as the cluster's domain.
We need to retain the fact that the remote end of an edge link is not part of a cluster's control domain.
