As discussed in this review, the layer assignment of the devices in the GUI should be flexible and not limited to the device type.
Example of a use case (ONOS-1556):
As a user, I would like to a) visualize three layers of topology in the oblique view and b) to toggle between three layers in the top-down view.
Now ONOS only supports two layers of networking, IP+optical use case actually needs three layers in GUI, i.e., packet layer (L2/L3), OTN layer (L1) and WDM layer (L0).
