Internet2 switches are set to drop by default all unknown packets.
So, it's needed a mechanism to automatically allow LLDP and ARP packets upon switches connections.
I guess this will be the case of the majority of the deployments we will do.
The patch is anyway useful to work with OF 1.3 compliant switches.
