      Description

      Intents with encapsulation can loop (installation is triggered forever).
      Steps to reproduce the problem (intermittent)

      1) cell borrows && topo default
      2) stc setup && stc net-setup
      3) install intents with VLAN encapsulation
      4) previous step has to be repeated many times and involving longest paths

          Bug - A problem which impairs or prevents the functions of the product. ONOS-4858 If it takes more than 5 seconds to process intents, another intent installation request is submitted, even if the original intent gets installed.
