Record metrics for decisions made by Reactive Forwarding

Reactive Forwarding is difficult to debug because there are few tools available to get visibility into what is going on besides Wireshark. It is difficult to know what decisions the application is making.
We should record some metrics of the decisions made by reactive forwarding. An initial approach could be to record how many packets are forwarded, dropped, replied to, etc. If possible it would be good to record these on a per-target-MAC basis.
