      Description

      Similar to issue observed at ONOS-5834.

      We encountered another kind of device, which does not respond to MeterFeatureRequest but OF echo-reply process will remain active.

      As a result, it will not be considered idle at netty layer, and workaround added for ONOS-5834 would not work.
