When GossipDeviceStore master registers a device, it broadcasts an event to standby nodes. When standby nodes then call registerDevice, they use the local DeviceClockService to get a timestamp rather than using the event timestamp. But because they're not the master for the device, the clock service throws an IllegalStateException. We should be using the timestamp from the gossiped message rather than creating a new one.
