      Description

      Inside the HostMonitor class we periodically send ARP packets
      to monitor IPv4 addresses. We need to do the same for IPv6
      by periodically transmitting Neighbor Solicitation messages.
      The monitored IPv6 addresses should be resolvable by the HostService.
