Performance regression in transactions

The conversion of the BEGIN phase of transactions to writes has introduced a significant performance regression in transactions. Slower transactions make conflicts more likely, and this often introduces failures when large networks are being registered. A failed transaction can prevent a parent resource from being registered, causing the registration of children to fail.

This transaction performance regression needs to be resolved to reduce the likelihood of transactions failing.
