Encapsulation intents add bandwidth allocations that don't get removed with the intent

Command used:
add-point-intent --encapsulation VLAN of:0000000000000005/1 of:0000000000000006/1

This adds some bw allocations, but the intent id doesn't match any installed intent ids
Every so often, more allocations show up
These allocations aren't deleted when the intents are deleted
