      Description

      Similar to ConfigFlowRuleProgrammable, we'd like a way to inject available port resources via the netcfg subsystem. Ensure the port resources are properly registered.

      Question is how to merge existing resources with the injected ones. Also, how do we deal with case where resources are already being consumed on the port, before trying to inject the resources?
