Balance masters on controller node state changes

Currently, masters are balanced when nodes go down, but aren't rebalanced when nodes are recovered. Masters should be rebalanced when a node recovers to spread the load across the cluster without user intervention. Note that we may want to include a configuration option to disable automatic rebalancing to avoid rebalancing masters that have been explicitly assigned by a user or are otherwise being controlled externally.
