Sometimes, SDN-IP can not start together with ONOS as a feature in cell

      Description

      if we put the onos-app-sdnip as a feature into the cell file, and start SDN-IP together with ONOS.
      Sometimes, SDN-IP can not start correctly, due to the components start sequence is wrong.

      The NetworkConfigReader should be started earlier than the PeerConnectivityManager, but it starts later as shown in the attachment.
