Bad BGP AS number output for 2Byte AS number bigger than 'short' type max value

      Description

      On ONOS 1.12.0, I created a BGP-LS tunnel with an OpenDayLight Controller.
      I provided AS number 64513 (0x*fc01*) to ONOS and it outputs an Open message with BGP capability "Support for 4-Byte AS" and AS value at 4294966273 (0xffff*fc01*).

      I ran unit test in the source code (master branch) which confirm the output of 0xfffffc01 when 0xfc01 is provided.
      It seems to be linked to the 'short' type chosen to write the value of the capability.
