Netconf device is not connected with all controllers in cluster environment

      When a netconf device is connected with a cluster setup.

      Only the master controller has the a connection with the device, while other controllers don't.

      This is because when the role is STAND_BY it does not attempt to initiate connection (instead disconnectes the connection).

      I know that the device accepts multiple connection because with this cluster setup, I can also connect it to another single controller.

       

      Edit 1:

      Devices CLI should show the devices correctly, but if you see "controller.getDevicesMap().get(localDeviceId)" will be null
