      Description

      1) Create cell files for all QA clusters in order to auto-generate the OCC variables
      2) Add functions to start/stop Atomix cluster and integrate into ONOS cluster setup function;
      3) Create 1.13 branch for OnosSystemTest and make the change above only go to master branch;
      4) Update Jenkins files to make sure 1.12 and 1.13 nightly tests take OnosSystemTest 1.13 branch while master nightly tests takes OnosSystemTest master branch
