I have seen this issue when working with physical switches as well as with mininet, but for reproducibility, I will describe this with mininet.
Following the `README.md` at `https://github.com/dbainbri-ciena/mn-leaf-spine-topo`, after you create the initial topology, which also `POSTS` a netcfg to ONOS for segment routing, `pingall` does not work and instead packets are dropped. If you exist mininet and then restart it with the same parameters (not `deact`/`act` segment routing or `wipe-out`) then `pingall` will work.
It seems to me that there is a startup order issue that shouldn't exist, imo.
