"flows -c" command shows 0 flow count when flows are ADDED

      Description

      With https://gerrit.onosproject.org/#/c/23126/ "flows -c" or "summary" commands always show 0 flow count

      sdn@root > flows -c
      deviceId=of:0000000000000001, flowRuleCount=0

      while there are actually flows ADDED

      sdn@root > flows
      deviceId=of:0000000000000001, flowRuleCount=63

      This happens on standby nodes only. Master node always sees the correct number.

      We see this issue in 2.2 and master branch but not 1.15 branch.
