It appears that if the "addresses.json" file is missing or misconfigured,
then there are lots ARP PACKET-IN / PACKET-OUT between the
switch and the controller.
The issue is observed in the Internet2 deployment where there
are two switches, each controlled by different ONOS instance:

because it is the one that generates the ARP PACKET-OUT messages.
