ONOS core extended flow rule and store for installing service data to network elements

Problem statement:
As phase 1, the extension to Flow Rule API and Flow rule store was initially proposed for installing a service data (e.g. L3VPN service data model) to network elements in IPRAN use case. However, it is implemented in a generic way for any services to install their data to network elements.
End user impact
NB API: extend ONOS flow rule and store interface and implementation.
Configuration change: No
Debugging: show command to dump the service data
