Because replace() and execute() of IntentService were deprecated, the necessity to have id field in IntentOperation is reduced now. An instance of IntentOperation is generated in IntentManager and IntentManager receives an intent instance in withdraw(), then I think it would be better that IntentOperation has only an intent instance.
