When devices become disconnected, they lose their master and the FlowRuleService is unable to accept FlowRuleOperations for these devices. The IntentService needs to be able to delete flow rules on these devices as part of rerouting. We probably should not permit writing new rules when a device is disconnected.
It is okay that these flow rules are not immediately provisioned, as long as they are deleted when the device reconnects.
